Great Diplomacy : India seeks China’s support over terror threats from Pakistani soil

India is hoping to counter the Islamabad-sponsored terror threat by seeking support from China and furnishing evidence that Pakistani soil is being used to nurture terrorists.

The threat posed by Pakistani terror outfits, especially Lashkar-e-Taiba (LeT) backed by its intelligence wing the ISI, is likely to be taken up at a counter-terrorism dialogue between the two countries in New Delhi next week.

India is set to share evidence with Beijing indicating that infrastructure and training facilities are being provided by the ISI to terror outfits in Pakistan.

Sources said India will seek cooperation from China to extend its support for combating the terror threat from Pakistan.

With India setting the stage for opening up relations with China by liberalising its visa policy for China and giving security clearances to nearly 20 Chinese manufacturers to function in India, it is believed that the two countries can now work together in taking on terror.

The big breakthrough came when the home ministry gave the long-pending security clearance to Chinese telecom major Huawei to set up a manufacturing unit in Tamil Nadu.


This was done despite reservations expressed by intelligence agencies as the government under Prime Minister Narendra Modi was keen to have strong ties with China.

Officials from the Ministry of External Affairs and Ministry of Home will be meeting their Chinese counterparts for a joint counter terror dialogue on November 4.

“We are hopeful that China will extend support in counter terror operations. The agenda for the talks is being prepared after getting inputs from central intelligence agencies but the focus will be on Pakistan sponsored terrorism,” said a government official.

“Better mechanism for intelligence sharing on terror will also be taken up,” the official added.

Sources said India will show the Chinese officials evidence that Pakistani sponsored terror groups targeting India, for instance in the recent terror strikes at Gurdaspur in Punjab, and in Jammu and Kashmir.

India is expected to share intelligence with China that LeT could orchestrate a terror act similar to the Mumbai 26\11 attack.

A detailed analysis of LeT indicates that its capabilities have increased and activities such as recruitment, training and funding continue in Pakistan.

A recent intelligence report stated that LeT has revived activities of its sea wing and has set up a jetty near Karachi for training its cadres.

India is also expected to take up the issue of terror camps operating in Pakistan-occupied Kashmir (PoK).

This can be of great significance as China has been involved in several infrastructure projects in PoK.
